36    Допуск делегатов на Съезд, т.е., право определять действительность предъявляемых делегатами верительных документов принадлежит старому составу Национального Духовного Собрания; точно так же право определять, кто пользуется правом голоса, принадлежит исключительно Национальному Духовному Собранию...

37    Он считает, что Национальное Духовное Собрание имеет полное право исследовать избирательные бюллетени в случае, если есть какое-либо сомнение в том, что выборы были правильно проведены. Под "сохранением" бюллетеней подразумевается их хранение в делах Национального Духовного Собрания.
